Summary
The principal network architect will play a leadership role in the analysis, design, and standards development for the implementation effort to deliver a statewide network. The initial phase of this project will be to produce a statewide network design incorporating the following core aspects:: high bandwidth backbone network, enterprise voice/data convergence, and enhanced regional/local distribution, integrated security for multiple security compliance requirements, and future proof scalability for Web 2.0 and other rich internet applications.

This effort will be primarily focus on requirements assessment, vision clarification, and design. The perfect fit would be someone who knows network, telephony, security technology well, is self-directed, and is equally comfortable presenting to senior management, speaking with customers, or working with the engineering team on the details of how to implement a specific design. He or she should be comfortable providing a leadership role in assigned projects.

ベ Development of application layer capacity model and requirements projecting long term bandwidth needs and QoS configuration inclusive on integration between multiple carriers & public/private networks
ベ Integrated security model designs providing common standard for security compliance for all federal/state regulations

ベ Budget and cost estimates for all designs
Business
ベ Executive Communication and Advocacy 。V Developed all presentations for the designs, defined benefits/features/costs, and obtained executive and stakeholder buy in thru effective communication and advocacy
ベ Budgets and Cost Estimates 。V Development of implementation and sustainability budgets and costs estimates for the full life cycle of the program and operational time frame. Inclusive of rolling up highly detailed of vendor and stakeholder information into summary budgets.
ベ Design Standards and Policies 。V Developed standards documents based on industry best practices to support all designs, obtained buy in for standards, and published standards within the enterprise. Inclusive of Data/Voice/Security/RIA standards and policies.
ベ Design Process and Management - define the design process/methodology for all designs work based on industry best practices, managed the design process, and provide oversight for the design process. Inclusive of best practice life cycle design models.
Technical
ベ High Speed Backbone Networks - Designing large enterprise high speed backbone networks across large geographic areas, inclusive of physical engineering, and rationalization of current state network infrastructure. Inclusive of inter-state / partner providers connectivity.
ベ Multiple Network Consolidation Options 。V Analysis of multiple large disparate networks and designing next generation' consolidation options. Inclusive of highly variable legacy protocols and configurations.
ベ Voice/Application/Security Integration 。V Integration of voice/data convergence, Web 2.0/rich internet applications and federal/state security requirements. Inclusive of IS27001, HIPAA, Federal IRS regulations, FBI/Public Safety regulations.
ベ Active/Active Data Center design 。V Design of high speed data replication link between 2 Tier III active data centers. Inclusive of within the data center core/distribution/access layers and network capacity modeling/estimation.
ベ Application/Virtualization Design 。V Supported or consulted on design of high availability/failover designs in virtual environments between 2 data centers. Inclusive of multiple high availability models, load balanced across WAN vs. active/standby with failover.
ベ Management and Operations 。V Definition of network service level objectives, monitoring/management requirements, management tool recommendations, and operational staffing models. Inclusive of integration of security/cyber threat management within NOC.
ベ Greening of IT 。V Design proper datacenter strategies towards Greening and cost effectiveness using best practices from Uptime Institute for a Tier III / Tier IV datacenter facility.

General Experience

The successful candidates should have 10+ years experience in network design inclusive of security and telephony components.
Process:
ベ Experience in network product development five phases cycle, specification, design, development, testing and maintenance
ベ Ability to research and design innovative architectures meeting stringent flexibility, resiliency, scalability, energy-efficiency and other requirements of large, critical network infrastructures.
ベ Innovation mind-set and follow-through innovation cycle (feasibility study, design, develop, experiment, deploy, validate)
ベ Technical Project planning and management experience.
ベ Technical:
ベ 10+ years experience as principal network architect.
ベ 10+ years in designing large Backbone/Core/LAN/WAN network environments.
ベ 5+ years in developing network core strategies (MPLS vs. Sonet)
ベ 5+ years in VoIP / converged network design
ベ 5+ years in integrated security infrastructure design
ベ 3+ years developing strategies / working of Greening of IT
ベ Vast experience managing and implementing network equipment and usage of core Internet routing protocols (OSPF, BGP, MPLS, QoS, etc.)
Communication:
ベ Outstanding communication skills, persuasion and ability to promote innovative service and network architecture concepts to management and executive-level audiences.
ベ Capacity to develop executive and management level presentations.
ベ Fluency and ability to prepare detailed reports, appealing presentations, white papers
ベ Project management skills desired.
Education/Certifications
ベ Bachelor Degree in Information Systems, Computer Science or equivalent experience.
Optional -
ベ Cisco Certified Network Professional (CCNP) with Cisco Certified Internetwork Expert (CCIE) preferred.
